Strata Electrical Planning Reports for Townhouse and Low-Rise Stratas
Stratas with five or more lots in Metro Vancouver, the Fraser Valley or the Capital Regional District (excluding islands reachable only by air or boat) must obtain an Electrical Planning Report (EPR) by December 31, 2026. CNCES prepares EPRs for townhouse and low-rise stratas.
When your strata needs an EPR
The deadline depends on where your strata is located.
New strata corporations have five years from the deposit of the strata plan to obtain an EPR.

What the report covers
An EPR looks at the electrical system your strata has today and what it will need next.
- The current capacity of the strata's electrical system
- A list of existing demands on the system
- An estimate of peak demand and spare capacity
- An estimate of the capacity needed for future demands, such as EV charging and heat pumps
- Recommendations for managing and reducing demand
An EPR is an overview of capacity and future demand. It is not a detailed analysis and can't be used to select or install new equipment.
Townhouse and low-rise stratas
A journeyperson electrician can prepare an EPR only where every building in the strata is a Part 9 building — generally three storeys or less and no larger than 600 m² in footprint. CNCES offers EPRs for townhouse and low-rise stratas only.
Not sure whether your buildings are Part 9? Your local government can confirm, or send us the details below.
